You have to use RCON for this to work. How to Setup RCON for your Rust Server

Run the RustAdmin Client

Type mute player_name_or_steam_id
Make sure you replace player_name_or_steam_id with the name or Steam ID of the player you wish to mute. This will mute both their voice and text chat.

To unmute a player, follow the same steps but with the unmute command.

All done! You just mute/unmute a player!
