Login to https://panel.skynode.pro/ and Select your Server

Go to your File Manager Tab

Open the following Folders

ShooterGame > Saved

Select New File

Add your Steam ID and click Create File at the bottom
One line - One Steam ID

Name the file AllowedCheaterSteamIDs.txt

Restart your Server

All done! You just add an Admin on your Server
